YES they do! But also they see them (ball drawings) as a added EXPENSE that they can cut. In todays business world people get a bonus when they find ways to CUT costs. Marketing for lotteries seems to have been cut across the board. They just keep creating more expensive games (especially scratch offs) just putting out a press release for marketing. Until sales drop they will not go back to ball drawings.

I think over the years people have figured out the marketing for Steve Player and his systems.
It's up to the players to purchase or not, marketing is part of selling and he/they have been in the game for a long time now.

There is no $25 that can win $5000. 20 sets of numbers on a 5/45 game means every set of numbers is up against the same odds. So you have something to do with marketing and are maybe a host in slots. I'm no marketing man that's for sure, but obviously state lotteries around the country are very sophisticated and understand what they're doing one helluva lot better than the lottery playing public does.

Pennsylvania Cash Pop Starting November 18 2025
Their marketing is geared toward playing all 15 numbers. They say directly in the promo ad, Play one POP or up to all 15 POPS for a guaranteed win .
Guaranteed win is not the same as guaranteed profit, so the ad is intentionally misleading. Then there is the 4 draws a day... granted they have keno every few minutes.
There are $1 bets through $20 bets.
