Judge rules NJ couple's lottery annuity payments can't be taxed retroactively
A New Jersey Tax Court judge has sided with a couple who won $46 million in the state lottery in 2000 and elected to have their winnings distributed in annual installments as a multiyear annuity payment, holding that the state did not have the right to retroactively tax their winnings after passing a new statute.
Plaintiffs Melvin Milligan and Kim Lawton-Milligan, who won the Big Game Lottery jackpot drawing in 2000, opted for 26 annual payouts of $1.77 million. They argued that the 2009 sta

Alabama lottery bill faces battle in House
Senators thought the lottery proposal they approved Friday directed 10 percent of the revenue toward Alabama's education budget, but it doesn't.
An amendment was added earlier Friday to Senate Bill 3 to give the education budget a slice of the lottery money. But a subsequent amendment to send the first $100 million in revenue to the state Medicaid agency, deleted the education allocation.
Whether that amendment will get back into the bill is now unknown.

New York Governor signs bill to allow daily fantasy sports
Gov. Andrew Cuomo signed a bill into law Wednesday to allow the resumption of daily fantasy sports in New York.
The measure calls the popular online contests a game of skill. That legal definition resolves the central argument in a lawsuit brought against the country's two top fantasy-sports companies by the state attorney general. He had likened the online matches to illegal gambling operations based on chance.
This legislation strikes the right balance that allows this activity to conti

New York State lawmakers vote to legalize fantasy sports
Months after being halted by the New York attorney general, daily fantasy sports won a major victory early Saturday as state lawmakers moved to legalize the online games.
Gov. Andrew M. Cuomo, a Democrat, has not yet indicated that he will sign the bill, but the final legislation included proposed modifications from his staff, suggesting at least some degree of support.
Eric T. Schneiderman, the attorney general who first declared war on the industry last fall, declaring fantasy sports to

NC Lottery tries persuading lawmakers to expand games
North Carolina could collect more money through the state-run lottery if it expanded the number of games offered, Lottery Director Alice Garland told lawmakers Thursday. But such a move would likely have to wait until next year and would have to get past a sizable cadre of conservatives deeply suspicious of any move to expand the games.
If that's a source of revenue other legislators want to pursue, that's out there, Rep. Jason Saine, R-Lincoln, said after the meeting, adding quickly that le

Deal struck, Illinois Lottery winners to be paid
Republican Gov. Bruce Rauner and House Democrats on Wednesday struck a rare agreement, compromising on a plan to release more than $3.1 billion to pay Illinois Lottery winners and help cities and towns operate 911 centers, plow roads and train firefighters.
Normally, municipalities receive a share of gas tax, 911 surcharge and gambling revenue to help prop up day-to-day operations, but those dollars have been on hold due to the state budget impasse. Legislation passed 107-1 by the House would
