I've been looking at this thread out of curiosity, and I think you've hit the nail on the head.
Some years back, I found a website (can't remember what it was now) where a guy was advertising that you could use his picks that he posted at no charge. But if any of them came in, and you won more than $500 from using them, you paid him 10% of your winnings.
Sounds good, right? He had picks available for the jackpot games in every state. So I went to look at Wisconsin. Besides the currently-played games, the guy was still regularly issuing combinations daily for a jackpot game in Wisconsin that had been discontinued over a year earlier. Therefore, he had no idea what was actually running in the states, and what wasn't. It then became very apparent that he was issuing combinations for every game in every state, pretty much like Quickpicks, and if anyone used his picks, and won some money, and sent him 10%, he was completely ahead because he risked nothing and it cost him nothing. If they happened to win and not send him anything, it also cost him nothing.
For the website holder, it was a win-win situation. He had nothing to lose.
