      the federal government should start a new program called, "No States Left Behind."

      The new program will even the odds and give the states that don't usually win the lottery more chances to win. LOL

              There are a few things to note that may change the numbers slightly:

              1. 2007-2008 Mega Millions consist of 12 states 
              2. 2007-2008 Powerball consist of 31 states 
              3. 2009 Florida enters Powerball
