Interesting indeed. Last couple of years, the bulletin has been published by early April. However, sometimes PA Lottery has waited until just before raffle start. Assuming the raffle starts 3rd week of April, expect to see a bulletin posted next week or the following. If nothing by April 22nd, odds are the raffle is on hiatus indefinitely.
Another observation, though not directly related, the PA Lottery News section no longer mentions when Pick-3 triples are drawn. Doubt many people noticed, but is a curious omission. Maybe PA Lottery figures most don't play Pick-3 and/or doesn't want to highlight such number selections due to excess wagers...
Though, not sure why, since, far as I'm aware, PA Lottery does fine with Pick-3 even despite the many triple wins. It's Pick-4 where they've had multiple large quad payouts in a relatively short period of time at, or near, the prize liability cap of $10 million. Pick-3 triple payouts typically range around $1.5 million to $4 million these days out of a $20 million liability cap (last I checked).
There's seemingly far less risk for Pick-3 verses Pick-4. Pick-5 is in a league of its own. Not sure the prize liability cap, but would imagine Pick-5 is less risky for the PA Lottery than Pick-4, as counter-intuitive that may seem.
Anyways, digressed somewhat, but it seems the PA Lottery, as like many other lotteries, struggles with developing and growing numbers games compared to instant tickets, which continue to increase in popularity. Now with at least 2 lotteries selling $50 instants, I wonder if PA will go that route anytime soon. And will any lottery go high-limit with $100 and higher instant tickets. That would be insane, but only workable with electronic payments - issuing debit cards to players to pay and receive winnings, with automatic 1099 issuance verses the current way, which is a huge hassle for all involved. That would help with raffles too, since people are more likely to spend big bucks electronically verses cash; casinos realized this eons ago and hence use chips, tokens, etc.
