You're notes are correct, there are in fact 23 numbers that have hit 33 or fewer times in 2021.
The expected number of hits for one year (365 drawings) for all of FF5's 36 numbers is 51. But that doesn't mean every one of FF5's 36 numbers will hit 51 times in one year's worth of drawings. Some will hit for more than 51 times, others will hit 51 times, and others will hit less than 51 times. They'll have what's known as a "normal distribution" - they make a nice looking bell curve if you displayed them on a graph.
Each year, the number with the lowest total hits will be approximately 37 to 39 hits. The highest hitter(s) will have approximately 65 hits, and there will be a lot of numbers that hit approximately 50 to 51 times. Since 2002, 33 hits in one year of drawings is the lowest number of hits I've seen, and 68 hits in one year's time is the highest I've seen.
For instance as of June 30, 2021 #11 had 14 hits (on track for 28 hits in 2021) and #28 had 37 hits. (I doubt it will reach 74 hits. It'll be more like 66 or 67) I believe #11 will have more than 28 hits this year. It'll probably end the year with 37 or 38 hits, so that says it'll probably hit more frequently during the second half of this year than it did the first half of the year. That alone might make it worth playing from September through December. The expected number of hits for any number on June 30th is 25.3. (That equals 50.6 for the year or almost 51) So you can see that #11 with it's 14 hits on June 30th was was ten hits below what's expected. Contrast that with #28's 37 hits on June 30th. 37 hits is 12 hits higher than what's expected by 6/30/2021.
I dont expect #11 to come anywhere close to 51 hits this year - as I said above it'll most likely be the FF5 number with the least hits of 2021 and end the year with 37/38 hits. As for me personally, because it doesn't come out much, I usually rule #11 out when I'm picking which numbers I want to play. When I pick numbers, I narrow down FF5's set of 36 numbers to about 18 numbers that I want to play. BUT!! There are definitely times when I would not rule out #11. I don't simply play all hot numbers because cold numbers do hit eventually. I usually have three to four hot numbers on one line with the other one or two being cold or "longshots" as I call them. For me, a "longshot" is a number that has skipped at least 15 drawings. It pays to play more numbers that have hit recently. One-skips happen more frequently than any other skip, so many of my lines usually have at least one one-skip on them.
