Jody Massengale won $3 million in November, playing a Florida Lottery scratch off game. Last week he did it again, winning $10 million on another scratch off ticket. This time, Massengale purchased his winning ticket at the Express Lane, located at 8302 Thomas Drive, in Panama City Beach. He bought his previous winner at a gas station on North Lagoon Drive. David Haas, who works at the Express Lane, might be selling a lot more scratch off lotto tickets in the next few days. The word is out, he's the guy who sold Jody Massengale a $10 million winning scratch off ticket. "It's awesome. It's really interesting, I talked to him the day he bought the ticket in the store. At the time he didn't tell me how much it was for, then I come into work and find out it's like $10 million." Locals are still talking about Massengale's $3 million win back in November. The fact he hit an even bigger jackpot this time has some wondering if he's got some kind of system. "If he does, it's something he needs to keep to himself. Either that or write a book on it," said Haas. "I guess it's just pure luck. I'm not surprised — that is what the tickets are made for. If he happened to win twice, more power to him. I'm happy for the guy," said Fred Jacobs, a frequent scratch off player. While store management hopes the win will bring in more scratch off customers, fellow lotto players are trying to keep it all in perspective. "I haven't had a bad day in my 53 years of life. Last year Robert Marsh of Port Charlotte beat the 1 in 546,000 odds to win $1 million in the Florida Lottery’s Billion Dollar Blockbuster scratch-off game. In November he showed up at Lottery headquarters claim one of the game’s $10 million prizes., leaving seven of them still unclaimed. And if that’s not enough, the 53-year-old Marsh bought a $3 Million Monopoly ticket while he was waiting to claim his prize and won $500. Now let's wait for someone who doesn't believe in luck to tell us that he must have had a system for scratchers. Did I miss something or are we using some weird kind of lotto math where 3 million + 10 million = 16 million? Those who run the lotteries love it when players look for consistency in something that's designed not to have any. So many systems, so many theories, so few jackpot winners.

Wow, in Illinois, when the scratch-off jackpot is $3 million (no higher jackpots offered), that jackpot can only be claimed as an ANNUITY paid out over 26 annual payments! That's not as enticing as being able to claim a large portion of the annuitized amount (-35% reduction, as Florida allows) in pre-federal taxes lump-sum option. Having several millions of dollars in my financial accounts means receiving several valuable services each day!

Congrats...yeah the math on this one is $3mil + $10mil = $13mil, but since I think he took it as cash value, the math actually is ~ 1.95mil + 6.5mil = $8.45mil. Anyway, the funny thing is I actually avoided playing the multi-million dollar top prize scratch if games (actually I avoided playing all scratch off games) since I thought the terms were disingenious. However, as soon as the Illinois Lottery started offering the $500, $1,000, and $2,500 per week for Life scratch off games, I have actually budgeted playing one of those into my lottery play budget. Sure I will have to pay taxes when I win that prize, but at least the lottery is more transparent on this one than others. Now time for lucky numbers to roll...suffering from post Iraqi deployment issues...let me get some luck going my way. Get MONEY!!! Winning a JACKPOT lottery is one MIRACLE I desire for 2019!!!
