Like any other government, try curbing unnecessary spending before you go after the people.

    Ahhhh yesssss.... the old we need more tax money cause we can't cut our spending mindset..... Surrrrre ya dooooo.

    I might be...MIGHT BE.... tempted if I won a large jackpot & lived in PA. to have a press conference and say, "Now that our governor and legislature had decided to tax our lottery wins, I will be moving out of this state. Governor, you and your gormless cronies will get no more money out of me ever again".

      I think i'll graciously accept the 3-5% tax that some folks seem okay with handing back to the state. Seriously if you allow it, practice by sending it to me! I will gladly improve things here in my home town! 

      Now doesn't that sound silly and unreasonable? 

      Once this is done ( the tax) it will only increase... how much are you willing to have taken away? you are not benefitting one iota from this tax, and neither are the senior citizens ! despite the lottery motto. 

      We handed bailout money to banks and are now being asked to bailout our state which grossly mismanaged funds.

        SS and pensions are exempt from Pennsylvania state tax so a tax on lottery winnings and a 0.7% increase won't effect them. How many PA players win prizes over $600 every year?

          One of the two states that doesn't tax lottery winners has a $2 billion deficit. It's Pennsylvania. The other has a sales tax that's 25% higher than Pennsylvania's, and a maximum income tax rate that's almost 4 times as high as Pennsylvania's.Even if Pennsylvania does start taxing lottery winnings, residents of every other state with an income tax would still be better off winning the lottery as a Pennsylvania resident than as a resident of whichever state they live in now.

          Pension income is fully exempt in Pa, while there are no exemptions on pensions in the other state. Seniors lottery winners are exempt from California state taxes, but must pay full taxes on pensions.

            So this explains why I saw so many Bentleys zipping around Pennslyvania!

            The guy who won the presidency in 2008 really won the lottery...he is now millions richer, travels in first class style, and even has a staff that would be the envy of the richest Powerball winner (she has a staff of 2). Every night he goes to sleep, he probably plays the close of Dave Chappelle's Show: I'm rich beyatch!

              Stop projecting and start basic, meaningful balancing. Estimating a new tax would bring $15m in the first year is

              asinine. Does it take into account the players who will stop playing? Does it take into account the agencies who

              will look at it as a windfall to spend even while facing a huge deficit? Does it take into account it will take years

              and years to put a dent into the $2B deficit? Things will go as they always have...extra money will just be lost

              in the shuffle and they'll still be shuffling 10 years from now trying to think of new and detestable ways to tax

              someone else. Why not zero in on kids soon? Seems nothing is off limits anyway...hit the families who have

              kids with red hair or green eyes......they must be a detriment to the state somehow, right? Put a genetic tax

              on families...or how about tax the number of hours people sleep? Too much or too little has to be good for

              a few hundred million - those have got to be good reasons the state is in the red, so make them pay too.

              Everyone wants to see money arriving in easy shiploads...the lottery players and the states that run the lotteries.

              The only ships arriving after this stunt will be shiploads of BS. There is no quick fix. This is what seems to be an

              obvious fix and one that can be presented to the powers that be as a big fix for deficit woes but in reality, it's just

              another scam by a government pretending to want good for itself and its people.

              Already, as one poster stated, the money to play is taxed then the winnings over a certain amount are Federally

              taxed. A tax at states level would put us in the running with 48 other states but it won't do any good for too long.

              Greed driven ideas disguised as good for the state and the people are just ideas presented in a way that raise

              more money so lawmakers can say they're worth their weight and are doing their jobs. The fact is none

              of them are doing their jobs as long as there are raging deficits. These took years to make and will take 10

              times that to fix. There is no quick fix. There is a painful fix which should be shouldered by many more than just

              lottery players. Let's crackdown on the special interests...they hide/hoard/enjoy their money. Why can't the rest

              of us?...or at the very least say they're in the same boat with us and paying their fair share.

              There are many more options to whittle the deficit. They are taking the least painful one. Figures. All bullies take

              the easy way out and pick on the little guy. It's easy and brings instant results. Gratification too to all except the

              bullied. Sick lawmakers. Wolf is an idiot.

                    The TWO refers to states that have income tax but do not tax lottery winnings. FL has no income tax but don't worry they make up for it in outrageously high property taxes. I have paid the original value of my house in Hollywood almost two times over in property taxes!
