Just received email from the DC lottery saying starting 10/12/2013 they will not be cashing any winning lottery tickets until the shutdown ends.

Welfare lottery ban
Again...If welfare recipients are not going to be allowed to purchase lottery tickets, they should not be allowed to purchase alcohol or cigarettes! I just do not see how they can enforce such a law! I don't see how clerks can legally ask customers if they are on welfare. Even if they are on welfare, how can they prove they're not actually buying tickets for someone else? Do lottery tickets expire so the lottery commission can deny paying prizes?
I never could understand why people buy lottery tickets that could be worth millions and just put them away and forget about them. Personally, when I buy my Power ball, Mega Millions, Hot Lotto, Delaware Multi win tickets, I want to know what the numbers are as soon as the drawing is over. I carefully put the tickets in a safe place so that I don't wash them away in the laundry or let them blow out the window of the car, etc.

Wawa has started selling lottery tickets at some stores in PA
The Wawa in Wescosville, PA has lottery terminals and a self-serve machine. The cashier said that they are a trial store and it may roll out to other stores in the near future. Wawa has never sold lottery tickets before. Just thought this may be of some interest to those in Pennsylvania.

Yeah, I think its complete fradulent for a lottery retailer, to check someones tickets, find out they won and then tell them they lost and cash it for themsleves.
