It's not the first time a foreign national including Canadians won lottery prizes over $25,000. The IRS regulations require that 30% is deducted for Federal taxes and of course state taxes are deducted off the top too. The best way to keep Canadians, Mexicans, and any other foreign nationals from winning US jackpots is Don't sell them tickets .

probably 29k and change maybe 30 since sales have been slightly over $1m lately and a 29k bonus equates to $1m in sales after taxes 123k is around 81k but depending on what his or her regular income and withholdings are they will likely get a refund from NYS tax but may have to pay additional federal taxes
