A lot of times they'll sell the ticket to the person or do what as you said above. I've been personally asked if I would buy these for cash as I have enough loses to cover the taxes, basically gaining the tax money if I was purchase this from a person who would get nothing as they owe back taxes. This is super common from store owners as a lot of time they'll buy it for half and turn and sell it for 65%-70% to someone who has enough losses to recoup the taxes owed.

I've never won over $600 so I have not had to fill out a claim form before. But if you do win an amount that they have to deduct taxes from, is it possible to get those taxes deducted off of your prize immediately? Like if you won $10,000 for example, could you just get a check for approx. $6500 and not have to worry about paying the taxes later?

Taxes. If you hit $600+(here in PA at least), you have to pay taxes. However if you win $1K and show $1k worth of losses, you don't have to pay taxes on it. That is why people will save them for a calendar year and the reason I found tickets from 1978-1980 in my grandmom's attic. She put them up there and never threw them away.
