Pick 4 - 100 numbers method
Here's an idea that came to me a couple days ago... Take the frequency hit chart here at LP and change it to display high to low. The default display orders the digits from 0 to 9, but clicking on Times Drawn will reorder the list by frequency from highest hit number first to the lowest hit number last. Covering the cost of the first 2 numbers in the p-3 straight would cost a hundred bucks for one state of your choice. You would only have to get the third number correctly to hit. I haven't tested this yet, but thought it was a good idea based on the High Frequency System method.
