The reason he got into this mess is because he tried to circumvent the privacy rule/ and or tax liability. It even stated in the story that you can remain anonymous by claiming it under an LLC. Because you obviously cannot trust your relatives.

Generally, no. I try to stick to anonymous states. Sometimes, I can't. If a state game is high enough I'll buy a ticket. Right now, I'm stuck in Indianapolis getting my truck serviced. So, to make sure I'm in the game, I had to walk to a gas station.

California is not an anonymous state so the winner will be public once claimed. And as for it being the same state that wins all the jackpots it is the same for Fantasy Five here. The jackpots are always won in the same zip codes.

Some states do not allow you to remain anonymous...like California. It's my understanding you must allow the lottery to take a picture of you holding the check and your name is available to the public.
