If Circle K thinks and believes as you have reasoned, I see no reasons why they would not have presented the thicket for payment and call it a day.
Because they have a better grasp of things than you do. Somebody else signed the ticket and another person has seemingly asserted a claim. Even if you're acting in good faith it's problematic to file a claim with a ticket when you know others are asserting ownership.

I am getting harassed by family over a $5,000 lottery win. :(
It depends on where you win... in PA, they can pay out up to $2,500 (usually by check) at a retailer, you are responsible for the taxes on your own. They only jump in and take taxes on a win over $2,500... and on a big prize they do not take the full amount you will owe... for instance on a PB or MM jackpot, they will withold 24%, you may owe up to 37%. When I go after a prize, I multiply by 0.559 to see how much I would end up with after 37% federal and 3.08% flat state tax.

Common sense says that either she's a moron or she knew what was going on when Gawlitza wanted to buy tickets after the drawing. Maybe she's not a moron and it was her attempt to get a share of anything Gawlitza got.

Wyoming Lottery plans to begin accepting debit card purchases

The Wyoming Lottery announced that it is working through formal steps to begin allowing ticket purchases with debit cards.
Wyoming lottery players will be getting access to a new payment method, albeit with some delay before implementation.
Earlier this year, Wyoming legislature passed SF0024 during the 2026 budget session, which amends a law that states what payment methods are either allowed or prohibited.
