This seems pretty simple. Lottery policy is that tickets are non-refundable, and tickets printed but not paid for belong to the retailer. On average, the retailer loses 50% of the face value of those tickets. Someone asked for a ticket, the retailer printed it, the customer didn't have enough money to pay for it, so the ticket belongs to the retailer. If Circle K thinks and believes as you have reasoned, I see no reasons why they would not have presented the thicket for payment and call it a day. Because they have a better grasp of things than you do. Somebody else signed the ticket and another person has seemingly asserted a claim. Even if you're acting in good faith it's problematic to file a claim with a ticket when you know others are asserting ownership. Circle K is the middleman. They're a middleman because they're a lotte
