You are not going to believe what just happened to me. I went to the local lottery retailer to play $20 straight on 1111 for tonights draw and I was rejected because the number is CUT OFF by the Florida lottery! Then I told the retailer to just give me a $1 straight to try that but again it came back that the number was cut off. I was so pissed making me think that the Play 4 and Cash 3 are FIXED. How is it that you can play at the retailer everyday and all of a sudden a certain number is cut of

Lex- As I understand it, the retailer makes money on the sale of tickets and also gets a percentage of cashed tickets. I've seen stores with posted signs saying they cash winners no matter where sold. I wonder if the dopey people you've encountered realize they also are making money when they cash tickets. I remember reading some time back (I believe on the NYL website) that the retailer is obligated to cash any ticket $600 and below and if they don't have the cash they have to issue a money ord

Scanned a ticket at a retailer at 2:05pm 11/22/13 declared winner and 2:07 same ticket scanned and declared not a winner.....hmmmm??

Well that is a definite change from NY where a retailer can't cash anything $601 or higher.

This is from the NY Lottery app. The website now shows the same results. With the delay, definitely verify at a retailer just in case.

The retailers are obligated to cash out the tickets and if they do not have the cash they are obligated to give a money order; most don't follow this NYL mandated agreement. I presume the attempt to charge you for the money order also violates the retailer license agreement with NYL.
