Regarding sleight of hand personell of the past, I personally know a " stopper" I am sure you know of such. This amiable & highly talented house dealer is at the ready when players who by luck or by pluck are on a winning streak and pit rotates them into deal so as to change their luck and there are wheel burner croups who are known to clean a roulette table in 30 min. Perhaps you haven't 'eye' witnessed any "coolers" in action but they have & do secretly exsist although not usually talked about openly.
Heat - Intensive scrutiny of a player's action to determine if he has an edge either due to cheating or expertise. Casinos turn up the heat if you seem to be winning too frequently or in big amounts. As one thing is certain, they can't or wont give back the money.
No doubt there is chaeting on both sides of the tables setting up a challenging cat & mouse game 24/7 for security.
I do agree with you on the need for order & security for the biz bottom line we differ on the over zealous intentions which hurt innocent legitamate players, it isn't the odds, it's those extra little dirty secrets....

Changing dealers, or crews on a dice table, or putting new dice in is thought to be the same as an opposing basketball coach calling a time out to break the other team's momentum.
Maybe some little podunk joint in a corn field in Iowa would risk its license to beat a flea (low level player) out of their minumum bet, but no joint in Vegas is going to risk a license to beat a pllayer.
A lot of the stuff written about this is by players who have to blame their losses on something. Their egos prevent them from simply admitting they lost.
Casino shift managers constantly get ridculous requests like this:
We didn't get fresh towels in the room this morning, can you take $1,000 off my marker?
Thanks for the comp to the steakhouse but the coffee wasn't hot, can you take care of my marker?
I was on a roll and you changed dealers on me, or else I would have won $10,000. (Typically from players who would never bet like that)
etc..etc...ad nauseam.
Never forget the Nevada law about degrauding an innkeeper, and the casino catch-all:
If anything arises that is not in any rule book the rule is it can only be done if it is to the advantage of the house. "Put bets" come to mind. Players think they are smart making a "put bet", putting a come bet directly on a number instead of making a place bet. Guess what happens to these geniuses put bets on a winner 7 on the next come out roll.
As for "loyal defense" of the casinos, no, I'm just stating facts. I worked in one casino that put letters in the rooms telling the payers we were among the best paid dealers in town and they didn't have to toke (tip) us. The best paid reference in reality was tht we got one buck more than minimum wage.
I once contacted a writer for The Gambling Times to come to the casino I was working in at the time to do an article. The guy presented himself in his columns as quite a dice "guru". When he got on the game it was painfully evident he didn't know what the heck he was talking about. The lingo was all wrong and he didn't know the difference between a place bet and a come bet. Some guru.
On the player side of cheating, this actually happened on an Illinois boat. A coupld had lost "a lot of money" so came up with a plan to get it back. The guy came out on deck and placed a banan peel on the deck and then signaled for his wife to come out. when she did she "slipped" on it. They created a scene, yelled for help, asked fo a doctor, etc.....Then they threatened to sue the boat. Management asked them if they were sure they wanted to do that. they insisted. So the took them to surveillance and showed them films of the whole thing.
Those who run the lotteries love it when players look for consistency in something that's designed not to have any. So many systems, so many theories, so few jackpot winners.
There is one and only one 'proven' system, and that is to book the action. No matter the game, let the players pick their own losers.
