Honestly, those are very good returns on books. A $265 loss for taking the chance at hitting $2M. Most books I play through have returned the bare minimum of $245/$600. If I didn't get lucky with that one $100k win, I'd still be in the hole. Those minimum payout books are the ones that make you want to quit.

I've seen the books go up to 276k, maybe 277k. Anything as low as even the 240k range could be "fair", although I see alot more in the 250k range around. I'd assume 250k-277k range is probably where anyone should target if they're buying this game. There's still $5k, and $10k prizes out there too. Hitting one of those would be amazing.
@ BKE - In regards to $20 books, it depends on if you're trying to hit a jackpot or a lower prize. Personally, I'd suggest a scarce game like $10 Holiday Gifts (up to book 70k, $10 2,000,000 Jackpot, or $20 Super Millions given how few books are out there and the chance of you hitting the final jackpot if they are still out there being higher.
The $20 Flamingo hasn't had a $5m prize in a while, so it might be "overdue" for that. It is also getting into the later book numbers with some $100k prizes, and 1M prizes left. The Gold Rush Doubler, I personally dislike as I've had nothing but bad experiences with it except for finding a $1000 winner on one from a Publix machine.
