Really? They paid? Are those sites still up or where they taken down by threats of legal actions or legal actions? I know that one state lottery said if someone got lucky enough to win on a 'Ebay' ticket, they would refuse to pay. Any idea what the jackpot were and how officially 'happy' the lotteries were when they paid the prizes?

As long as the ticket is unsigned, it's legal to cash it in. At least here in florida, the ticket is a Bearer instrument, meaning whomever has that ticket (unsigned) in their possesion is the legal owner. This is why they urge people to sign it as soon as possible.
