All to often people, who have never played the lottery buy tickets for the MM and PB. These people don't know the rules of the game. They will check their tickets to see if they are winners. If ALL of their numbers do not match the winning numbers they will throw the tickets away. They do not know that there are smaller prizes to be won by matching less numbers.
