I must comment on the this story and I too am not in favor of retailers being able to play the NY State Lottery. Here is why: Most people are not aware that to speed up the cashing process of tickets (this is according to the NYS Lottery commision) no part of the front of any NY Instant Lottery ticket needs to be exposed. They calim to have built in security measures to keep dishonest retailers from cheating the system. They also claim that they can not reveal what type of system they use.

I've never seen a retailer print on a winning ticket before that would be an expensive printer and time consuming. The Bar Code on the back is for Lottery and Retailer use only not for the consumer, so you could have a picture on your phone and scan it and the cashier would be apart of the theft. Black out works but it's too messy just cover with a thumb or fold the bar code out of view.

I hope the retailers get organized and stop selling TX lottery products. Being a lottery retailer means extra overhead and needing to hire more people. Without the bonus program, it's probably not worth being a retailer for many of the little mom-and-pop convenience stores.

Don't know about you folks but I'd like the physical ticket in my hand. Computers crash and are hacked all the time. In Wisconsin if a retailer sells a winning ticket they receive a percentage of the jackpot. Sounds to me the state is saving money by screwing the retailer. If the employee was stealing the store's tickets and if the retailer had proper accounting procedures in place, the retailer would have noticed the irregularities with the employee clerk a long time ago. Don't they do ticket counts and cash counts at the end of each shift and reconcile lottery purchase/sales reports?

No law or contractual agreement with the lottery against a retailer playing the lottery. The business entity that is listed as the retailer that sold the ticket is certainly entitled to any lottery bonus that goes along with that winning ticket. If she is sole owner of the store, then essentially she would get the bonus, which I think she should.
