Lottery bill could limit winner's take
I'm not saying I agree or disagree with this legislation, but to those who say subtract the welfare payouts from a prize (if they win one) , that does not solve the problem they are trying to address. It does not discourage welfare recipients from playing, because the amount of welfare payout removed from a jackpot is negligible, compared to the overall jackpot. Increased California Lottery payouts spur sales
I believe in order to change to fixed payouts California would have to amend the law legislatively. The lottery is currently required by law to have all pari-mutuel payouts. Not that I disagree with what you're saying, but it's something that will require at least as much courage as this current legislation.

Ark. lottery forced to revise budget after law change found
It seems to me that when a state legislature passes a law that specifically affects state agenies, the legislature should notify those agencies. That makes a lot more sense than requiring every agency in the state to track every peice of legislation to see if any affect their agency.

well form what I saw on CNBC..they are going to vote on the legislation in December to repeal it..Now them people THAT THEY HAVE ON cnbc AND OTHER NEWS AGAENCIES are well informed on what is about to hit the Floor for a vote etc..etc..etc..so..I am going to take their word thatT, the vote on REPEALING THAT LAW will be in December like they said...and like they said ..it is going to pass because 1. I think they delayed it mainly to come up with some kind of laws for it and to make rules for it. The article said that Americans account for 1/2 of 16 billion spent on online gambling. That is a lot. Right now, folks are still gambling online and it would take someone winning probably 1 million or more to get the attention of the Feds. Yep Todd..the Democrats are going to repeal that law..Barney Frank has already submitted the legislation and it will be voted on in December, next month, is what they said on CNBC..They also said that 50 billion in tax revenue was projected over 10 years..that is not bad..plus the Democrats need the extra money to help pay for all the programs they want to pass..so..GET READY..it is going to pass next month..thats what they said..plus I read on the Internet some time back that alot of the OVERSE
