Geez, If I bought a Lotto ticket, would I have to confer with the Feds before I went an Leased my ticket to someone else??
When we sign the back of a ticket we establish ownership and the worth of the ticket is determined by the state's lottery rules and regulations. Congress cannot and will not consider legislation to regulate State Lottery's. Give it up folks. I heard someone complain about randomizers being used in raffle drawings. Imagine a machine large enough to hold 625,000 ping pong balls in PA to draw the number.

Legal or not?
There is case history in Florida showing that it is perfectly legal. I'm not sure why they would post that. Probably overreacting to the new legislation, just like a lot of companies have. It's not even a law yet, making it an odd move.
