Do They Take (SS)FICA & Medicare?
Glad you checked in because I was asked a question about winning a jackpot that I'm not sure how to answer. Some people say the lottery will check for judgments against jackpot winners and deduct it from the winnings. I can understand legislation that requires the lottery to check for unpaid child support or unpaid state taxes, but I don't think there are any laws or rules requiring state lotteries to act as a collection agency.

Under varying circumstances, anything can affect your winnings -- war, inflation, executive order, legislation, comet impact. The lottery going bust won't hurt you. They don't hold onto your annuity money, there are investment firms for that.

Question about Arkansas
I don't think their lottery has been started yet. Legislation has to be passed, and even then it will take time to set-up. If you live in Arkansas and wish to play a state lottery, you can play the Massachusetts lottery games by subscription. They will send tickets by courier and they don't have any residency restrictions.

I think the owner is leaving out some important info, and not giving you a true picture. My sources say that they have had trouble with local authorities for a while -- at least a year or longer. This stuff about the legislation being the source of problems is a smokescreen. There is nothing the new law does to change the legality of using a butler service over the internet.
