Whatever state you're a resident of gets to collect income tax on all of your taxable income, assuming that state has an income tax. Any state is entitled to collect income tax on any income earned in that state, again, assuming that state has an income tax. If you win with a ticket from a state you don't live in and that state does have an income tax you'll definitely be paying income tax to that state. Most states (probably all, but I'm not positive), will give you a full credit for the tax

DC Raffle Sales...Not Too Good!

State taxes - my experience
If the state the ticket is purchased in allows tickets to be claimed as a trust, the state you live in couldn't tax the winnings as long as business relating to the trust aren't performed there. So the winning state would need to accept trust claimants and have no tax on winnings. Theres an article this week in the New Yorker about how the Getty family avoids 100s of millions of dollars in California taxes by having a trust in Nevada and doing exactly that.

Do you have any weird lottery superstitions?
All the Australians and MIT was groups did was pit an end to group play and team play. This also happened when Nevada casinos put in Mega Bucks progressive slot machines. At first it was a little odd to see the jackpots progress when there was no one in the casino playing those slots but hey were all set up so that if anyone anywhere in the state played one of those machines the jackpot went up.
