Why doesn't Utah have a lottery...
Mississippi will have a tough time getting a lottery for the same reason Nevada would have a tough time getting one... Casinos. Mississippi citizens that support gambling go to or work for Casinos... The rest are conservative and feel like gambling is the root of all evil... I doubt it will happen anytime soon.

Why doesn't Utah have a lottery...
Small population,religion and conservatism are the three main reasons these states don't have a state lottery.Utah is comprised mostly of Mormans.Utah,Nevada,Wyoming North Dakota have small populations that probably couldn't support a lottery. Arkansas,Mississippi, Alabama are in the Bible belt.I'd be very surprised if any of these states,with the possible exception of Arkansas,get a state lottery anytime soon,if ever.

Correlation btwn Lotto Players and Gambling in General
I mainly play the lottery, but when I visit family members who live in Nevada, I end up playing the slot machines. I've always been too scared to actually sit down at a table and play poker and blackjack with other people (even though I've always wanted to). I doubt Alaska and Wyoming would bother starting up state lotteries if just for the fact that neither state really has enough people for it to generate much revenue and could possibly lose money. I think it's pretty obvious why it wouldn't happen in Utah and Nevada/Bizarro Utah's casino/gambling industry and its lobbyist wouldn't allow the potential competition. Why is it beneficial to collect a lottery jackpot as a LLC?
Forming a LLC for your assets can be done as a form of protection of assets, specifically from lawsuits, especially frivolous ones, something a trust won't really do, an LLC gives you a bit of protection I think. It's a rather popular thing to do, especially using Nevada as a base where the laws more friendly to asset protection compared to most other states.

No, the gambling industry will continue to keep out any other competitor that could compete with casinos. Every dollar that someone spends on a state lottery is one less dollar in profit for a Nevada casino. As a result, when the issue of starting a state lottery comes up, gambling lobbyists lobby against the proposed state lottery, make claims that state lotteries are immoral, and release studies that show lotteries are played by lower economic level people who need the money for necessities.
