If the casinos were to get into state lotteries the payout percentages would be amongst the lowest of any casino game. There are a few million-dollar 10-spot Keno games where the payout percentage is lower, but these aren't common. The only lottery in Nevada, for instance, is Nevada Numbers, a 5/80 game available at casinos across the state. There are currently only 10 states that don't have lotteries: Alabama, Alaska, Arkansas, Hawaii, Mississippi, Nevada, North Carolina, Oklahoma, Utah, and Wyoming.
