The Casinos in Nevada pay so much in taxes to the state, they don't have a state individual income tax, a corporate income tax and they don't tax your retirement from other states like most other states do! The hotel/casinos in Nevada are already taxed so adding a lottery will have very little impact. The majority of the Ohio Lottery's profits go into its educational system and that only amounts to 4.5% of the money needed for funding. I don't understand what you mean by eliminating the pick-3 and pick-4 because those games are generally the most popular and most profitable of all the online games. Nevada will probably have about the same games as the other states.
