Sometimes I may buy 10 or 12 scratchers in one shot and when I do that, I always win something. I wouldn't like not having that option. It's hard, if not impossible, to cancel tickets in Michigan because about 20 years ago cashiers in metro Detroit were printing the tickets and then cancelling them and pocketing the money for themselves. This happened to me and I found out about it because I never got paid on a $5 win back then. One other point I'd like to make.... Each state has it's own data processing network/system for their lottery's. Is the problem you've seen unique to Minnesota? Do you know if it's happening in other states too? The situation described in an above post about a store in Louisiana could be a time saving policy adopted locally by the retailer.
