Stat$talker, getting back to the topic of lottery rigging, I did a quick google search for the phrases v. Georgia Lottery Corporation and Georgia Lottery Corporation v. to find court cases involving the GA lottery. So far as I've seen, they always win. I don't think the little guy stands much chance.
