There's another thread on this, but I want to say that, although no taxes will be withheld, the win will be reported to the IRS since it's over $600. So whether the winner pays now or later, he/she still has to pay the piper. (At least there's no state income tax in Florida.)

Some ideas...
If they are going to create a Pick5/39 they should have gotten Florida's Mega Money: Pick4/44 + Pick1/22....To me that will have been a better idea and see the jackpot grows $500,000 every time...But again i forgot you are dealing with the USA where they take half of it in taxes...
