Shame on this Lottery vendor. But it happens all across the USA. Recently Dateline NBC was trying to do an undercover story about this happening in New York. But the NY Lottery officials found out about it and sent WARNING notices through the terminals to all the vendors about what NBC was up to. Since then NY Lottery installed bar-code checkers at vendors so that people could check their own tickets.

They said they send people out to collect the tickets remaining from the vendors after the last top prize is gone but that sometimes it takes a while, especially in remote areas like where I live. Lottery Vendors Object to Tenn.-Georgia Partnership
I am in favor of the partnership myself. the lottery would start much earlier and make more money..The 4 vendors who are against the partnership are sore losers. They want absolute control. I personally feel that they are against the checks and balances in the Georgia system. In other words I feel as if the 4 vendors win, there is room for hanky panky which is not so easy if a sister state is looking over their shoulders.

Are vendors supposed to 'tape' tickets together?
So last night I went to buy seven $10.00 tickets. I noticed the first ticket was #47 (most stores sell them from the last number - 50 - to the first number - 1. So I bought the seven tickets, and when I got home I started to tear each ticket when I noticed that there was no number 45. It went from number 46 to number 44.
