While you might not need a lawyer to collect a jackpot it would be a very good idea to at least consult a financial advisor before collecting it. That was guesser take on your situation. I think if they ever come up with a way to track online lottery tickets sales and winnings so they can be taxed by the states of origin and the federal government then they may make buying them that way legal and you won't have to buy them from the local retailers. Until then you can probably continue to buy foreign lottery tickets online and include those winnings on your tax forms and be legal.
