Would you still turn in dishonest Lottery Clerk even after they gave you your full amount?
All I would do is email the lottery with a detailed account of what occurred. I would not contact the owner or other authority, here's why: When the lottery receives multiple bad reports about a retailer, they send their own investigator to the store. If a clerk tries to dwindle an undercover investigator, that retailer ain't gonna be selling tickets anymore. Problem solved, without confrontation.

I hope the retailers get organized and stop selling TX lottery products. Being a lottery retailer means extra overhead and needing to hire more people. Without the bonus program, it's probably not worth being a retailer for many of the little mom-and-pop convenience stores.

When you see a retailer winning it's usually a customer asking them to claim the win. Retailer takes a cut 50% etc. The do this because they probably owe back taxes or child support. I see this in PA a lot. You would think the state would catch on.

Don't know about you folks but I'd like the physical ticket in my hand. Computers crash and are hacked all the time. In Wisconsin if a retailer sells a winning ticket they receive a percentage of the jackpot. Sounds to me the state is saving money by screwing the retailer. If the employee was stealing the store's tickets and if the retailer had proper accounting procedures in place, the retailer would have noticed the irregularities with the employee clerk a long time ago. Don't they do ticket counts and cash counts at the end of each shift and reconcile lottery purchase/sales reports?

Also interesting is that the ticket says prizes over $600 require a claim form. So, it looks like the retailer is responsible for getting a correctly filled out claim form for prizes $600 - $2500? What if the retailer pays out the prize and the claim form is not filled out right? Do they require ID information to claim? I am wondering if other states, including Florida, want prizes over $600 claimed at a district office or the main office due to the paperwork involved?
