Iowa man denied $100,000 lottery win because he's underage
While it's illegal for someone under 21 to purchase an Iowa Lottery ticket,--isn't it then illegal for the retailer to sell a lottery ticket to someone under 21? Did they check to see if he was 21 before the sale? Is the retailer going to be prosecuted for under-age sale?

On the web code? It is likely an identifier for the retailer. I can't really disclose how the web code is generated but it consists of a number of elements including the retailer ID. I haven't personally gotten a chance to examine tickets to identify each element though.

Sorry for the confusion, I meant to say that the requirements to be considered a Lucky Retailer has been lowered this year. On the website there will be more retailers popping up as a Lucky Retailer. Prior to the change, a Lucky Retailer is a retailer that has sold at least 2 $1 million prizes in the form of draw games or scratchers. I read the winner story again and when I read the part about the clerk screaming/hugging the winner, I just realize the retailer (not the clerk, who is just happy for them in the spur of the moment) will not get the $5000 (or 1/2 percent comission) for selling the ticket. Not too beneficial for the retailer to offer this game other than the high sales rate.

Va. store owner sells $3 million lottery ticket to herself
No law or contractual agreement with the lottery against a retailer playing the lottery. The business entity that is listed as the retailer that sold the ticket is certainly entitled to any lottery bonus that goes along with that winning ticket. If she is sole owner of the store, then essentially she would get the bonus, which I think she should.

$600 or less can be redeemed at any retailer. $5,000 or less can be redeemed at the agent plus locations. Any thing over that you have to go one of the 2 lottery offices. If the retailer has the cash they will cash as much as you have in winners. If they don't, the stores I go to will ask me to come back the next day and they will cash them.
