I think you have to think of the lump sum as THE jackpot; the annuity is a bit of an illusion to make the real jackpot seem bigger and sell more tickets. The annuity is the state investing the jackpot for you. If you took the lump sum, presumably you would be investing a lot of it too, but after having paid 40+% in taxes and expenses. Really messed up things that News Anchors have done to Lottery Winners? :/
Smells fishy. If the property belonged to them its trespassing, and B E if he entered the house. Being a newsperson doesn't give him any special rights. Owning the property would also allow them to use the old address in the lawsuit which has to be filed in the county where the grievance occurred. Or they could file in federal court claiming a violation of civil rights. But who tipped the newsperson off to who they were and where they lived?

Cash without any doubts. Lawyer up to protect your new found wealth from every frivolous lawsuit or frivolous friend or family member that suddenly realizes you exist. Lawyer up to protect you from yourself with rules about never dipping into principal for example. Don't go for lotto lawyers, obviously. Two well established estate law firms with a double blind trust is what I understand is your best bet.
